According to Wikipedia, "The title [It's That Man Again] refers to a contemporary phrase concerning the ever more frequent news–stories about Hitler in the lead–up to the Second World War, and specifically a headline in the Daily Express written by Bert Gunn. This was humorously transferred to Tommy Handley, the popular comedian around whom the programme was developed."

Note the second sentence.

As the question stands, "Tommy Handley" should have been allowed as a correct answer. If the setter wanted to refer specifically to the person for whom the phrase was originally created, this should have been made clear in the question.
